CESR: Frequently Asked Questions

Who undertakes my assessment?
The RCOG undertakes the assessment of applications on behalf of the GMC (formerly the PMETB). The Equivalence of Training Committee was established by the RCOG in order to assess applications and liaise with the GMC on all relevant issues. The Specialist Registration Department was set up to administer the process and to advise potential applicants. The work of the Specialist Registration Department is now undertaken by the Postgraduate Training Department (as of October 2009).

The RCOG’s Equivalence Committee is comprised of trained Members and Fellows. These assessors determine whether the training, qualifications and experience of an applicant are equivalent to the requirements of a Certificate of Completion of Training (CCT). If they are found to be equivalent  the applicant will be recommended for entry onto the Specialist Register. Please note that the GMC has the final say on who enters the Specialist Register and may overturn the RCOG’s decision. This happens rarely.

What is the most frequently omitted piece of evidence?
Applicants often fail to provide evidence of having completed two ATSMs or equivalent. Two ATSMs or equivalent are required to assess equivalence to the UK CCT curriculum.

How long does the process take?
The GMC needs to receive all application documentation including structured reports from referees before sending the completed application form to the RCOG. This part of the process can be lengthy, as the GMC may need to ask for further information. To ensure that the process advances as quickly as possible, applicants should read the guidance carefully prior to submitting an application in order to ensure all documentation is provided, and respond to requests from the GMC for further information as promptly as possible. Once the GMC is satisfied with the evidence obtained and has sent the application to the RCOG, it will take a further three months before your application is assessed and you are informed of the outcome.

How can I receive an update on the progress of my application?
The GMC alone can update you on the progress of your application. Please contact the GMC Certification Officer with whom you have been corresponding for further information.

What is a CESR?
CESR stands for Certificate of Eligibility for Specialist Registration.

Will a CESR be transferable to other European Union States?
No. Unlike the CCT other European Union countries are not currently obliged to recognise this Certificate.

Do I have the right of appeal?
Yes. Appeals are conducted by the GMC. Although applicants are unable to Appeal or seek a Review from the RCOG, the GMC may request input from the RCOG for such Reviews and Appeals. May I approach members of the Equivalence Committee regarding my application?
Canvassing on behalf of applicants through any source is not permitted. It is therefore inappropriate to approach members of the Committee regarding your application. If a Committee member has a personal or professional relationship with you then he or she will be excluded from assessing your application.
