Commissioners should consider quality and outcomes framework (QOF) incentives around good practice in workplace behaviour. These may be surrogates for improved team performance.
A simple example is: the higher the appraisal rate in an organisation, the lower the mortality rate for common operations such as fractured neck of femur which is independent of other factors.
