Policy briefing P-02/13-1: NHS (Amended Duties and Powers) Bill

Lord David Owen has written to the RCOG about his National Health Service Bill (Amended Duties and Powers) which he presented to the House of Lords on 27 January 2013.

The Bill can be found here and the explanatory notes are here.

His proposals seek to change the following parts of the Health and Social Care Act 2012 :

  • The Secretary of State’s duties to the NHS
  • The functions of the NHS Commissioning Board
  • The Secretary of State’s powers to direct health bodies such as the NHSCB, CCGs and NICE in their functions and services
  • Monitor’s responsibilities

His intention is to have this Bill in place for debate in the build-up to the next General Election in 2015.

The RCOG would like to hear from members if they have any views on the proposed Bill or amendments to the clauses in this Bill.
